This was the question:
How is it possible to change the size of the text in an ArcInfo annotation
coverage using ArcView?  The size of the text was set in ArcInfo.  Thanks
for the help.

This was the answer:
The annotation size ($size) must be set to "0"(zero)in ArcInfo.  Then, the
size of the text can be manipulated in ArcView using the legend editor.  I
was also informed that there is a script that converts the text into a
shapeline. The script is aianno2shape.ave, and can be found on the ESRI
website.
